Owen has more than 30 years' senior leadership experience across the public and private sectors. He is Divisional Director for Specialised Services at Bristol NHS Foundation Trust, leading the Bristol Heart Institute and Bristol Haematology & Oncology Centre.

His experience spans operational management, finance, strategic planning, capital projects, workforce, and risk management. He holds a degree from Goldsmiths, University of London, and an MBA from the University of Bath.

Since moving to Bristol in 2013, Owen has been a regular at gigs and events at the Trinity Centre and is a passionate advocate for independent music venues.

Owen is committed to promoting equality of opportunity, having mentored underrepresented staff through the NHS Bridges programme and supported state-educated students applying to medical school through interview coaching and work experience. In 2021, he co-authored a peer-reviewed paper examining inequalities in access to cancer clinical trials across Bristol, North Somerset and South Gloucestershire.

He has also been an active volunteer and fundraiser for local charities and community sports clubs.
